Rēzekne City Council rejects the Ministry of Culture's offer to involve the state in the management of 'Gora'
The Rēzekne City Council has decided not to support the Ministry of Culture's proposal for the state to take over the management of the Gors cultural venue.
In a recent session, the Rēzekne City Council declined the Ministry of Culture's proposal to transfer the management of the Gors cultural venue located at Pils Street 4 in Rēzekne to the state. The council expressed a desire for the Ministry to explore alternative approaches in ensuring the sustainable operations of the Eastern Latvia Concert Hall, suggesting a delegation agreement as a potential model of cooperation. This recommendation aims to foster greater involvement in promoting professional arts access and enhancing regional identity within the culture sector.
The proposal from the Ministry received support only from opposition council members, highlighting a divide in perspectives on government involvement in local cultural venues. Ināra Groce, representing the opposition, pointed out that state oversight could lead to a more predictable cultural repertoire. On the other hand, representatives of the ruling coalition, including former mayor Aleksandrs Bartaševičs, emphasized the importance of local governance and expressed concerns over potential overreach by central authorities in regional matters.
The rejection of the Ministry's proposal indicates a complex relationship between local authorities and national government objectives in Latvia's cultural policy. The City Council's push for a cooperative model through delegation reflects a desire for autonomy and local agency in managing cultural resources. Furthermore, they have invited fellow municipalities in the Latgale region to consider similar participative agreements to collectively strengthen the regional cultural landscape, pointing towards a trend of localized cultural governance that may impact the structure of cultural administration in Latvia.
