Rēzekne Municipality has announced its intention to seek a delegation agreement with the Ministry of Culture that would provide predictable and stable state funding for the ongoing operations of the 'Gors' concert hall. This proposal, discussed in the meeting of the municipal Finance and Budget Committee, highlights the municipality's goal of ensuring the sustainable functioning of cultural institutions while fulfilling cultural policy objectives in the region.

Furthermore, the municipality aims to encourage all municipalities in the Latgale region to consider entering into similar delegation agreements. By transferring certain responsibilities to the capital company, municipalities can enhance regional collaboration and share responsibility for cultural development in Latgale, a region that has unique cultural characteristics and challenges.

The municipality believes that the best approach lies in collaborative frameworks based on delegation or co-action, rather than models that involve complete transfer of ownership or control.
