The upcoming "Gora" management law prohibits Rēzekne from disposing of the concert hall building
A new management law is proposed to ensure sustainable and democratic governance of the "Gors" cultural center in Rēzekne, prohibiting the municipality from selling the concert hall building.
The new proposed law aims to establish a well-structured governance framework for the "Gors" cultural center located in Rēzekne, which holds significant importance for regional culture. The law intends to provide a sustainable, effective, and democratic management system, facilitating the continuity of operations and aligning with the goals of national and regional cultural policy in Latvia. This initiative seeks to strengthen public cohesion and ensure that the cultural center remains a vital part of the community’s identity within the state of Latvia.
The governance model outlined in the law stipulates that all founding members, including the Ministry of Culture (KM), the Ministry of Environmental Protection and Regional Development (VARAM), SIA "Latvijas koncerti", the Rēzekne municipality, and SIA "Austrumlatvijas koncertzāle" will be equally responsible for offering a diverse range of cultural services to residents of the Latgale region. The decision-making body composed of these members will convene in assemblies to make collective decisions regarding the center’s operations.
Furthermore, the law delineates the structure and supervisory framework of the foundation, requiring the establishment of a council by the founders. This council will then appoint the board, including a director, through a public competitive process. The director will serve a term of five years, with provisions for term extensions, ensuring that the leadership can maintain continuity and responsiveness to the evolving needs of the cultural community and spaces in the region.
