The Rezekne Council does not want to get involved in the management of "Gors"
The Rezekne Council has rejected the Culture Ministry's offer to involve the state in the management of the concert hall "Gors" in collaboration with the municipality.
The Rezekne City Council, on Friday, decided to turn down the Culture Ministry's (KM) proposal for state involvement in the management of the concert hall "Gors" in partnership with the local government. The council voted against KM's suggestion for the state to participate in the capital of SIA "Austrumlatvijas koncertzāle" by obtaining a 75% share and decisive influence in the governance of the enterprise. Furthermore, the council resolved not to support KM's proposal regarding the transfer of municipal property, specifically the Latgale embassy building "Gors" located at Pils Street 4 in Rezekne, along with its equipment, to state ownership.
In its decision, the Rezekne Council encourages the Culture Ministry to explore alternatives for state involvement in ensuring the operations of "Austrumlatvijas koncertzāle" through a delegation agreement as a model of collaboration. This approach aims to facilitate sustainable and balanced participation in achieving cultural policy objectives without transferring ownership of local assets to the state. The council believes this model could enhance the operational stability of regional cultural institutions while preserving municipal assets for local governance.
Additionally, the council has called upon other municipalities in the Latgale region to evaluate the potential for engaging in professional art accessibility, strengthening the cultural environment, and fostering regional identity development through similar delegation agreements. This initiative underscores a collective approach within the region to enhance cultural partnerships while maintaining local autonomy over cultural resources, thereby furthering the region's artistic and cultural footprint.
