The forthcoming 'Gora' management law prohibits Rēzekne from alienating the concert hall building
A new law aims to ensure the effective and sustainable management of the cultural center 'Gors' in Latvia, preventing the local government of Rēzekne from selling the concert hall building.
The proposed law focuses on ensuring that the Latgale Embassy 'Gors' operates as an important cultural center for the state, region, and municipality, emphasizing effective, sustainable, and democratic governance. It aims to guarantee the continuity of operations and align with national and regional cultural policies while promoting social cohesion and a sense of belonging among the community in Latvia.
Under this law, the responsibility for providing diverse cultural services to the residents of the Latgale region will be shared among five founding organizations, including the Ministry of Culture, the Ministry of Environmental Protection and Regional Development, SIA 'Latvijas koncerti', the Rēzekne municipality, and SIA 'Austrumlatvijas koncertzāle'. Decisions concerning the foundation will be made collectively in participant meetings, ensuring a collaborative approach to cultural management.
Additionally, the law stipulates the structure, supervision, and governance of the foundation. It establishes a council formed by the founders, who will appoint the board and the director through an open competition. The director will serve a five-year term, with the possibility of extension, thereby ensuring that leadership is both accountable and capable of maintaining the cultural vibrancy the region seeks to achieve.
