Eight companies have expressed interest in a public-private partnership for the construction of a military facility in Kairiai, Lithuania, with selection of candidates expected by the end of March.

The Lithuanian Ministry of National Defense (KAM) is overseeing the selection of candidates for the development of a military facility in Kairiai, valued at 0.5 billion euros. Eight companies showed interest in taking part in this public-private partnership, and KAM plans to narrow down the list to five candidates by the end of March. Interested firms were required to submit their applications by the end of October, and present project solutions by December, following a detailed presentation prepared by the ministry for investors.

Originally, negotiations were expected to begin in March with the contract signing scheduled for January 2027; however, the process has faced delays. Some companies that were brought in by the main participants did not meet national security requirements, necessitating their replacement and subsequent verification. The ministry highlighted that the possibility of changing partners was included in the procurement conditions, indicating an awareness of potential risks to ensuring national security throughout this essential project.

Over a span of three years, the chosen private partner is expected to construct 22 buildings across a 64-hectare area, emphasizing the scale of investment and the strategic importance of enhancing Lithuania's military infrastructure. This project is pivotal not only for enhancing national defense capabilities but also for fostering collaborations between the government and private sectors, which could serve as a model for similar future projects in the region.
