A complaint submitted in the ATD procurement for engineering services in the supply of battery-electric trains
A complaint has been filed regarding the procurement by the Autotransport Directorate (ATD) for engineering services in supplying battery electric multiple units (BEMU).
The Autotransport Directorate (ATD) in Latvia has encountered a setback in the procurement process for engineering services related to the supply of battery electric multiple units (BEMU), following the submission of a complaint by the company Witteveen+Bos Latvia. This complaint was recorded by the Procurement Monitoring Bureau (IUB), although there is currently no established timeline for resolving the issue. This development raises questions regarding the procurement's integrity and transparency, given the significant investment involved and the implications for public transport in the region.
The execution period for the contract is expected to span 60 months, or five years, after the contract's signing; however, the parties involved retain the option to extend this period by up to 36 months. The estimated contract value for the engineering services needed for the BEMU supply stands at 1.653 million euros, excluding value-added tax. This highlights the urgency and competitive nature of the procurement process, especially with the deadline for submissions approaching on March 31 of this year.
Earlier reports indicated that the ATD had already signed a contract with a Czech consortium comprised of Å koda Transportation and Å koda Vagonka on December 11 of the previous year for the acquisition of nine battery-electric multiple units for a total of 89.409 million euros. This procurement is integral to modernizing Latvia's public transport infrastructure, yet the friction introduced by the recent complaint could delay progress and affect stakeholders dependent on the timely delivery of these essential services.
