Electronic ticket system procurement in Daugavpils retains last year's winner; the cheapest offer is rejected due to non-compliance

Daugavpils has retained the winning consortium for its electronic ticket system procurement after a re-evaluation confirmed the results, rejecting the cheapest bid for non-compliance.

In Daugavpils, Latvia, the procurement process for an electronic ticketing system for public transport has concluded with the same consortium, SIA 'DTM' and AS 'SW Traffic', winning once again. The procurement was initially contested by one of the bidders who lodged a complaint regarding the results, leading the Procurement Monitoring Bureau (IUB) to mandate a re-evaluation of the submitted tenders. "This particular case involved a clear dispute over specific non-compliances, and it was assessed accordingly," stated IUB's Legal Department Deputy Director Evija Mugina.

The re-evaluated results were not challenged within the stipulated ten-day period for appeal. As such, the Daugavpils municipality is now free to finalize the contract with the winning bidders. IUB representatives clarified the procedural integrity of the unique procurement context, emphasizing that any challenges must be lodged within a ten-day frame in either this or any other procurement. Since no appeals were submitted, the municipality faces no procedural barriers to continuing with the contract process.

This decision reinforces the municipality's commitment to implementing the electronic ticketing system, which is expected to modernize the public transport framework in Daugavpils. The outcome reflects adherence to legal standards in public procurement and showcases the importance of thorough evaluations in ensuring compliance and transparency in municipal contracting.
