City of São Paulo may authorize decades of verticalization in a few years
Recently revised zoning laws in São Paulo significantly expand areas designated for urban verticalization, raising concerns about future urban development.
The recent revision of zoning regulations in São Paulo has led to a substantial increase in areas earmarked for urban verticalization. The changes, driven by laws 18.081 and 18.177 enacted in 2024, have redefined the map of the Urban Transformation Structuring Zones (ZEUs), which are crucial for the city's density and development strategy. This shift is much more than a mere technical adjustment; it fundamentally alters the urban landscape and can have implications for decades to come.
Zoning represents one of the most significant decisions a city can undertake, influencing not just current construction but also how the city will evolve in the future. The re-evaluation has expanded the area classified as ZEUs from approximately 63 million to nearly 75 million square meters. This increase provides a significant potential for construction, as applying the maximum building coefficients in these zones represents tens of millions of additional square meters for future urban development. Such a volume of construction could dramatically reshape the metropolitan fabric of São Paulo.
The implications of this revised zoning are vast, suggesting not only increased urban densification but also potential challenges, including infrastructure strain, environmental impacts, and community displacement. Stakeholders, including city planners and residents, will need to engage in discussions about sustainable development as the city braces for a potentially transformative period of growth.
