The arrested individuals include delegate Marcus Henrique de Oliveira Alves and his brother, civil police officer Franklin José de Oliveira Alves. According to the investigations, Delegado Marcus Henrique allegedly used intimidation tactics against drug traffickers and then employed officers from the corrupt ring to negotiate bribes. The information indicates that bribes were paid in cash, enabling criminals to continue their activities without facing legal repercussions, thus highlighting the challenges in combating organized crime in Rio de Janeiro.
Another individual of interest, Luiz Eduardo Cunha Gonçalves, was already incarcerated as of 2025. He was previously an aide to former state deputy Thiego dos Santos, also known as TH Joias.
