A recent initiative by Goiânia councilman Major Vitor Hugo has introduced the 'Programa Escudo Feminino', which focuses on supporting women who have been victims of violence by aiding them in purchasing personal defense items. Starting with legal assistance and self-defense classes, the program eventually extends to providing financial support for obtaining firearms. This comprehensive approach addresses the urgent needs of women facing escalating violence in Brazil, where statistics indicate a severe increase in crimes against women.
Major Vitor Hugo has characterized the rising rates of violent crime against women as an epidemic, citing a record number of rape cases in Brazil, which peaked in 2024 with nearly 90,000 reported incidents. The senator highlighted that according to the United Nations, only 35% of rapes are reported, suggesting that the actual figures may be even higher. This alarming statistic further emphasizes the necessity for such protective measures, which are intended not only to reduce incidents of violence but also to empower women in defending themselves effectively.
The project has already passed its first vote in the Chamber of Goiânia and intends to equip women with the tools they need to protect themselves against various forms of violence, including stalking and femicide.
