Despite this growth, statisticians noted that the rise in salaries was slower than in previous years. The increase in average gross salaries was observed across all counties in Estonia.

In Harju County, where the highest average salary was recorded, it stood at €2336 per month, reflecting a 5.3% increase from the previous year. The capital city, Tallinn, had an even higher average salary at €2451 per month, while the average for the rest of Harju County was €1957. Other regions, such as Tartu County, reported an average gross salary of €2112, which is an increase of 5.9% compared to the previous year.

The most significant salary increases were noted in Valga, Põlva, and Rapla counties, where average salaries increased by over 6.5%. The information and communications sector recorded the highest average salary at €3651 per month, followed by the finance and insurance sectors, indicating a concentration of higher wages in these industries. This trend highlights the ongoing economic growth in various sectors of Estonian society, although concerns remain about the slowing pace of wage growth overall.
