The average salary in Estonia increased by 5.6 percent in a year

In 2025, the Statistics Estonia agency reported that the average gross monthly salary reached €2,092, marking a 5.6% increase from the previous year. The growth rate, however, has shown signs of slowing down compared to earlier years. In the last quarter of 2025, the average gross salary stood at €2,155, up 4.5% from the same period in 2024, indicating that while salaries are increasing, the pace of growth is less aggressive than before.
Statistics Estonia's lead analyst Krista Vaikmets highlighted that despite the deceleration in salary growth, all counties witnessed an increase in gross salaries. The regions that experienced the most significant year-on-year growth were Valga, Põlva, and Rapla counties, each showing increases of over 6.5%. This regional disparity underlines the varying economic conditions across the country and emphasizes how certain areas are thriving more than others in terms of wage growth.
In terms of geographic salary disparities, Harju County boasted the highest average salary at €2,336, with a 5.3% increase, followed closely by Tartu County at €2,112, which saw a growth of 5.9%. The capital city, Tallinn, had the highest average salary in Harju County at €2,451, while the salary outside of Tallinn in Harju County was somewhat lower at €1,957. This data presents a picture of ongoing economic development in Estonia but also points to the need for addressing regional inequalities in wage growth.
