VARAM and the Rēzekne Municipality do not agree on the draft law regarding 'Goru'
VARAM and the Rēzekne Municipality are in disagreement over a draft law concerning the establishment of an institution called 'Goru', highlighting issues with vague definitions and property transfer models.
The Latvian Ministry of Environmental Protection and Regional Development (VARAM) has raised concerns over the draft law concerning the establishment of the 'Goru' institution, pointing out that several formulations in the document are unclear. VARAM has suggested that the law should allow for additional founders to join the institution after its establishment, providing necessary flexibility without the need for legislative changes should more institutions wish to participate later. This recommendation aims to enhance the institution's operational capacity by potentially allowing more contributors.
In its review, VARAM also asserts that the most suitable model for transferring property from the municipality, which is a public entity, to the institution should be based on gratuitous use rather than leasing arrangements. This approach would facilitate a clearer framework for the operation and governance of the Goru institution, aligning with the necessary functions it is intended to serve. Furthermore, VARAM has called for additional clarifications to be included in the draft law to ensure robust implementation and governance principles are in place.
The Rēzekne Municipality has, on the other hand, criticized the expedited process by which this draft law is moving forward and has formally expressed its opposition during an extraordinary council meeting. The municipality's deputies unanimously supported the position that more time is needed to consider the implications of the law, suggesting that thorough evaluations and discussions should precede any legislative actions regarding the establishment of the Goru institution.
