VARAM does not agree with the draft law on 'Gora'
The Ministry of Environmental Protection and Regional Development of Latvia raises concerns about ambiguous wording in a draft law regarding the 'Gors' foundation.
The Ministry of Environmental Protection and Regional Development (VARAM) expressed discord with a draft law concerning the 'Gors' foundation, particularly highlighting various unclear terminologies within the proposal. VARAM suggests adding provisions that would allow for the inclusion of additional founders after the establishment of the foundation, thereby promoting flexibility and avoiding the necessity for legislative changes if further institutions need to be involved in the foundation's activities. This adjustment aims to streamline operations without continuous legislative hurdles.
In the context of property management, VARAM recommends facilitating the municipality's transition of real estate use from a loan agreement to an uncompensated use agreement, ensuring that the necessary functions of the foundation can be executed without bureaucratic delays. This position clarifies the ministry's stance on optimizing resource allocation and enhancing the operational viability of the foundation while safeguarding the municipality's interests in real estate matters.
Rēzekne City Council is expected to approve its evaluation of the draft law during an extraordinary council meeting scheduled for Friday, thus indicating a significant local development regarding the governance and future of the 'Gors' building. This action highlights the ongoing collaboration and regulatory adjustments needed in local governance to foster cultural and operational success within public institutions, reflecting the intertwining of municipal control with cultural institution management.
