US Offers Help to Mexico to End the Double Hoy No Circula: What Solution Is Being Offered?

The US ethanol industry has offered technical and regulatory support to Mexico to integrate ethanol into its gasoline and improve air quality amid restrictions and regulatory uncertainty.

The US ethanol industry, represented by the Renewable Fuels Association (RFA), has proposed to assist Mexico in the implementation of ethanol in gasoline as part of efforts to enhance air quality. Given that Mexican energy policy faces challenges such as metropolitan restrictions and regulatory uncertainties that hinder investments, the RFA believes that collaboration can help counter these issues. Robert White, the senior vice president of RFA, assured Mexican officials and energy sector representatives during a conference in Orlando that they have the expertise to guide Mexico through this transition.

White emphasized that if Mexico opts to increase ethanol use, it can adopt either a national E10 standard, which would consist of 10 percent ethanol, or implement regional and seasonal schemes. The US industry is looking to provide not just advisory capacity but also to foster investment opportunities that could invigorate the stalled energy sector in Mexico. This assistance comes at a time when stricter air quality measures are being considered, and the incorporation of renewable fuels like ethanol could play a significant role in addressing these environmental challenges.

The dialogue reflects broader concerns regarding Mexico's energy independence and environmental policies, with the US industry aiming to not only lend support but also potentially benefit commercially from the increased use of ethanol. The implications of this partnership may extend to future energy strategies in both countries, with the US keen on seeing its agricultural products utilized in Mexico, thus strengthening bilateral trade relations while addressing ecological issues.
