This report, compiled over two days of investigation from November 5 by the Korea Psychomotor Research Institute, includes testimonies from 16 male residents and one female former resident of the facility who reported instances of assault by facility staff. The county plans to share the report with the Ministry of Health and Welfare and Incheon City after providing it to the police on the 25th.
The report's findings highlight serious allegations against the facility's staff, prompting the Ganghwa County authorities to prepare for the urgent separation of identified assailants from the victims as soon as the abuse claims are verified. If police apply the law on sexual violence against disabled individuals to the facility's director, who is named in the report, and forward the case to prosecutors, Ganghwa County plans to pursue the potential closure of the Saekdongwon facility. Such closure could follow the necessary logistical adjustments, including relocating residents who had not reported the abuse, with prior examples indicating that arrangements could take considerable time.
The situation has prompted swift action from law enforcement, with the Seoul Police Special Investigation Team for the Saekdongwon case set to send the facility's director, Mr. Kim, to prosecutors later this week.
