Ganghwa County is initiating procedures to close the 'Saekdongwon' facility following allegations of sexual abuse against residents.

Ganghwa County, located in Incheon, South Korea, has announced its intention to close the 'Saekdongwon' facility for individuals with severe disabilities after allegations of sexual abuse by the facility's director surfaced. The county has initiated a hearing process, as indicated in an official document sent recently, referencing testimony from victims gained through two in-depth investigations and the decision from the Seoul Metropolitan Police to proceed with charges. According to the Disabled Persons Welfare Act, if human rights violations or crimes such as sexual violence or abuse are identified at a facility, measures can include improvements, suspension of operations, replacement of management, or outright closure of the facility.

The hearing is scheduled for the 20th, and if the facility does not participate or present a defense, the county plans to provide approximately a week for them to review the hearing documentation. The closure decision is anticipated to be finalized around the 27th. In the meantime, Ganghwa County intends to implement support policies tailored to the individual needs of the disabled, including transferring residents to other facilities or aiding in their return to their families. However, until these transitions are complete, support for staff members at Saekdongwon will be maintained in order to ensure the safety of the residents.

Additionally, the special investigation team from the Seoul Metropolitan Police has reported that the facility's director has been transferred to the Seoul Central District Prosecutor's Office for charges related to violations of the Sexual Violence Prevention Act and the Disabled Persons Welfare Act.
