Prosecutor's Office Receives Case of Facility Director Accused of Sexual Violence Against Disabled Individuals... Police to Continue Investigation of Assault and Abduction

The director of a facility for severely disabled people in Incheon has been charged with sexual abuse against residents, while police are conducting further investigations into additional abuse allegations.

Kim, the director of a facility called Saekdongwon located on Ganghwa Island in Incheon, has been arrested and charged with committing sexual abuse against the disabled residents of the institution. The police have stated that the case has been transferred to the Seoul Central District Prosecutor's Office on charges of violating laws regarding sexual violence and the welfare of disabled persons. Alongside this, investigations are continuing into additional abuse findings that emerged during broader probes into the facility's practices.

The police special investigation team has concluded that at least eight more individuals suffered abuse while at the facility, with four alleged abusers identified. Investigators are in the process of interviewing these individuals before formally charging them. The police mentioned that they are analyzing a report from a private institution that conducted a comprehensive study of past residents and staff, aiming to ensure the investigation is thorough and conclusive.

Additionally, the police are also examining allegations related to the misappropriation of subsidies meant for the facility and welfare payments for disabled individuals. Following a search of the facility, they are analyzing gathered evidence and further interviewing related persons. This case highlights systemic issues in the care and protection of vulnerable populations in institutions, raising concerns about oversight and the responsibility of authorities in safeguarding their well-being.
