Proposal to Supplement the Parliamentary Team: A Legal Advisor for Members of the Seimas Would Be Created
A proposal in the Lithuanian parliament aims to allow members of the Seimas to hire a legal advisor to help assess the constitutionality of proposed legislation.
Recent amendments to the Seimas statute have been registered by Ligita Girskienė, the leader of the Lithuanian Farmers and Greens Union faction, proposing that each member of parliament should have the option to choose a legal advisor. This advisor would assist them in professionally evaluating the alignment of proposed laws with the Constitution and existing legal standards. Girskienė emphasizes the continuous need for qualified legal expertise in the daily activities of a parliament member, which includes drafting legislative initiatives and evaluating the legal implications of legislative proposals.
Currently, the existing regulations do not explicitly include the role of a legal advisor, despite the complexity of legislative work that requires specialized legal knowledge. As it stands, advisors to parliament members are required to hold a higher education degree, but legal education is not mandatory. Girskienė believes that establishing this position could enhance the legislative process, ultimately leading to more constitutionally sound laws. This reflects an ongoing conversation regarding the professionalization of parliamentary roles and the importance of legal guidance in governance.
If adopted, this proposal could significantly impact how legislation is crafted in Lithuania by ensuring that every proposed law is subjected to thorough legal scrutiny before being presented. This move highlights an increasing recognition of the need for legal expertise within legislative bodies and could serve as a model for other countries facing similar challenges in their parliamentary processes.
