A man who was operating illegally as a flanelinha (parking attendant) was arrested by the Municipal Civil Guard in Cabo Frio, a city in the Region of Lakes of Rio de Janeiro, during the Carnival celebrations. The arrest took place in the city center on the afternoon of February 17, when routine patrols led to the identification of the suspect's irregular activities. This individual is notable for an extensive criminal history, with ten previous police incidents involving serious crimes, including drug trafficking, theft, and domestic violence.

During the police operation, a couple of tourists from Duque de Caxias approached the officers to report the man, confirming that he was the one responsible for a problematic situation.
