Ritsumeikan University in Kyoto has revealed plans to launch a new graduate program, tentatively named the Space Earth Frontier Research Department, by April 2028. This initiative aims to address the growing need for trained professionals as the field of space development expands, especially as Japan seeks to enhance its contributions to the global space market. According to the university, this establishment would be the first in Japan to carry 'space' in its title, reflecting its unique focus.

The program will span multiple academic disciplines, including the sciences, engineering, and management, equipping students with the necessary skills to meet the demands of the evolving space industry. With the shift in the purpose of space development from discovery to utilization, there is a notable urgency in bridging the gap between the lack of expertise in both technical and managerial roles. The graduate program will emphasize practical application, covering everything from mission planning and satellite development to data utilization, striving to create a workforce adept in navigating the complexities of space initiatives.

Set to be located at the Biwako Kusatsu Campus in Shiga Prefecture, the graduate school will accommodate up to 100 master's students and 15-20 doctoral candidates, with a commitment to welcoming around half of the entrants as international students. The program will also be structured to allow students to earn their degrees entirely in English, making it accessible to a broader audience and reinforcing Japan's role in the international space community.
