Kim Hoon, a 44-year-old suspect in a stalking murder case in Namyangju, Gyeonggi Province, demonstrated an alarming level of premeditation before committing the crime against a female victim. The police have found compelling evidence, including searches on his mobile device related to evading electronic monitoring and the procurement of tools intended for the murder, which they view as indicative of a revenge motive. As such, they have referred the case to prosecutors under the aggravated punishment law for revenge killings.

During a police briefing, Yang Jong-jin, chief of the Namyangju Northern Police Department's criminal investigation team, revealed that forensic results from Kim's phone showed he had searched for information on how to avoid electronic monitoring. Additionally, they uncovered details suggesting that Kim had planned the murder well in advance, with police establishing that he had conducted reconnaissance on the victim's workplace and home just days prior to the incident. The victim led a schedule that involved returning home in the early hours after working nights, giving Kim the opportunity to execute his plan.

On the morning of the 14th, Kim ambushed the 20-something victim by blocking her car with a rented vehicle and subsequently attacked her with a knife after breaking the car window. He attempted to ruin his electronic monitoring device and fled the scene, only to be apprehended about an hour later. While Kim initially claimed he learned about the victim's workplace from someone else, police suspect he had used a tracking device to follow her movements. Prior reports indicated that the victim had previously informed authorities about being stalked and having her vehicle equipped with a tracking device by Kim, underlining the case’s troubling implications for stalking and domestic violence prevention in South Korea.
