Silvia Cisneros, a resident of Chilachito, detailed the frantic efforts of families to safeguard their lives and belongings in the face of rising water levels that quickly overwhelmed their surroundings.

In addition to the flooding, landslides in the area further complicated matters, isolating five different sectors within Santo Domingo.
