Customs: Over 45 million cigarettes illegally brought to Finland โ€“ operations are professional and organized

Finland's customs agency suspects that over 45 million cigarettes have been illegally imported, with about 7.7 million seized during the operation.

The Finnish Customs has been investigating the illegal importation of cigarettes into the country, with allegations that over 45 million cigarettes have been smuggled in. Out of this, approximately 7.7 million were successfully confiscated, indicating a high level of organization and professionalism in the criminal operations. Such illicit activities have resulted in the Finnish government losing nearly 17 million euros in import taxes, highlighting the significant financial impact of this type of crime.

The customs agency estimates that the perpetrators gained over three million euros in criminal benefits from their operations. This case, categorized as severe tax fraud, involves several individuals from different countries, some of whom have been detained since October 2025. As part of the investigation, Finland's customs has collaborated internationally with various authorities to tackle this organized smuggling network. The case is expected to advance to prosecution consideration in March 2026 in the Southern Finland prosecutor's area.

Initial investigations suggest that the illegal cigarettes were brought into Finland disguised among legitimate commercial cargo starting from late 2024, using false shipping documents and cover loads to mislead authorities. This sophisticated method of operation raises concerns about the security and integrity of the customs process in Finland, prompting calls for stricter regulations and enhanced monitoring mechanisms to prevent such illicit activities in the future.
