Customs: An incomprehensible amount of contraband cigarettes imported to Finland
Customs authorities suspect that over 45 million cigarettes were illegally imported into Finland, involving fraudulent shipping documentation and the use of legitimate businesses to mask the operations.
Finnish Customs has launched an investigation into the illegal importation of over 45 million cigarettes since the end of 2024. Authorities suspect that these cigarettes were concealed among legal commercial freight, utilizing false international shipping documents to mislead officials. This elaborate scheme reportedly involved several companies across different countries, aiming to obscure the illicit operations behind seemingly legitimate business activities.
The investigation began to unravel in August 2025 during a separate criminal probe when hundreds of thousands of illegally imported cigarettes were discovered in vehicles. Following this, in October 2025, Customs seized nearly six million cigarettes from a warehouse in Vihti during a coordinated operation. These cases led to further seizures, including one million cigarettes from a parcel van and another warehouse in Vantaa, highlighting the scale of the smuggling operation.
Authorities revealed that the suspects had rented multiple warehouses in the capital region, which raises concerns about the intricacies of smuggling networks operating within Finland. The case emphasizes the need for stringent customs control and may prompt legislative reviews to tighten regulations surrounding the importation of tobacco products, seeking to prevent future smuggling attempts.
