Kalvāns: When schools receive the requested freedom, certain 'peculiarities' appear

Rūdolfs Kalvāns highlights that school leadership struggles with autonomy and freedom, impacting educational quality as per the State Audit Office’s report.

In a statement during a meeting of the Saeima's Public Expenditure Commission, Rūdolfs Kalvāns, the Director of the General Education Department at the Ministry of Education and Science in Latvia, discussed the findings of the State Audit Office’s audit report. He indicated that school administrations often fail to effectively manage the autonomy and freedom granted to them, which he believes significantly affects the quality of education provided to students. Kalvāns, drawing on his experience as a former head of an educational institution, emphasized the importance of understanding the implications of such autonomy in the context of educational standards and expectations.

Kalvāns pointed out that the disparities highlighted in the State Audit report—including issues related to the number of instructional hours, missed classes, and the lack of support for talented students—are symptoms of a broader failure to use the freedome that schools have asked for. He lamented that when this freedom is granted, certain 'peculiarities' emerge, which suggests that schools may not be prepared to handle the responsibilities that come with increased independence. This raises critical questions about how educational reform is implemented at the institutional level and the readiness of school leaders to adapt to a more autonomous framework.

Additionally, Deputy Ilze Vergina from the United List emphasized the need for a collective approach to addressing these challenges, cautioning against blaming schools, their leaders, and teachers as the sole parties responsible for these issues. She acknowledged the high demands placed on schools and stressed the importance of accountability not falling solely on educational institutions, indicating a systemic issue that requires a more holistic solution. This dialogue underscores the ongoing challenges faced by the Latvian education system in balancing freedom and responsibility.
