North Jeolla Province is focusing on a 'local consumption circulation strategy' to invigorate its economy through rural basic income.

North Jeolla Province (Jeollabuk-do) is exploring a strategy to connect rural basic income with local economic revitalization through a 'local consumption circulation strategy.' The basic income, which was distributed to Jangsu and Sunchang counties, has raised concerns about whether it can effectively translate into local consumption and farmers' incomes. A meeting held on the 17th in Sunchang aimed to discuss actionable steps to ensure that the basic income leads to economic growth in the area, given prior criticisms about the limited impact of the income due to a lack of local outlets.

To address these challenges, the province announced three main strategies: solving the outlet shortage, promoting local agricultural product consumption, and expanding lifestyle services that link care and culture. To increase accessibility, they plan to implement mobile markets and delivery services, with Jangsu County combining cultural and welfare programs with its 'Happy Salon Mobile Market' and introducing a 'RED-FOOD' outlet that integrates local food with flea market concepts. Meanwhile, Sunchang will work with local cooperatives to provide convenient access to the basic income through an AI local order button service.

Additionally, to ensure that basic income translates into farmer income, initiatives are being set up to create a circular consumption system for local agricultural products. Jangsu will introduce a 'circular consumption certification system' offering incentives to businesses using local products, while exploring an online shopping platform connected to basic income payments and subscription services for agricultural products. Sunchang is also increasing support for local businesses with high local product usage by designating them as 'Sunchang Protectors' eligible for cash-back offers, thus fostering a market for local produce through both physical and online channels.
