Shelters' Plans on Paper: Up to 570 Objects with ERDF Funds, but Not a Single Shelter Completed Yet
Latvia has not completed a single fully equipped shelter despite plans for up to 570, with an increase in funding yet no substantial progress amid ongoing civil defense concerns ignited by the Ukraine war.
The report highlights Latvia's shortcomings in civil defense, particularly regarding emergency shelters, which have largely been neglected until recently.
