The capsule hotel, offering affordable overnight rates ranging from 30,000 to 50,000 won, has become popular among foreign tourists seeking budget lodging. Amid a surge in international visitors driven by the global popularity of K-pop and other South Korean cultural exports, the drastic decline of foreign tourists during the COVID-19 pandemic had previously led to many lodgings shutting down. Consequently, many capsule hotels have rapidly emerged, converting existing structures to accommodate tourists. Although it remains unverified whether these establishments are legally modified, questions arise about their compliance with fire safety standards and emergency exits, particularly following testimonials from past guests who noted overcrowded hallways impeding escape routes in case of an emergency.

As anticipation builds for the BTS concert, which could draw around 260,000 attendees, it emphasizes the urgency for comprehensive emergency management not only for lodgings but also for public spaces such as subway stations, department stores, and restaurants. Authorities must undertake serious inspections to ensure the safety of venues in preparation for such large events, as the potential risks and challenges posed by crowded situations could lead to catastrophic outcomes without proper oversight and intervention.
