The Latvian Security Service (VDD) has initiated criminal proceedings against two individuals for carrying out malicious acts of arson against railway infrastructure last August. The arson attacks targeted railway relay cabinets and locomotives, resulting in significant damage. The investigation into these acts of vandalism began at the end of August 2025, carried out by the State Police with support from the VDD. In early September, both suspects were apprehended as evidence emerged linking their criminal activities to Russian interests.

According to VDD's findings, the suspects filmed the acts of arson on railway property and sent the footage to their handlers, who reportedly utilized this material in psychological operations. These operations aimed to misrepresent the incidents of arson carried out within Latvian territory as events that had transpired in Ukraine. The VDD has taken over the criminal case for further investigation, emphasizing the involvement of external forces in destabilizing Latvia's infrastructure.
