Rio holds auction for building in Botafogo before court decides on expropriation; announcement requires AI center

The city of Rio de Janeiro has set an auction date for March 31 for a building located on Rua Barão de Itambi in Botafogo, even as the expropriation of the property remains contested in the courts. The auction will start with a minimum bid of R$ 36 million, with the stipulation that the successful bidder must create an educational center focused on artificial intelligence research at the site.

The property, currently owned by Grupo Sendas, faces opposition from its owner who argues that establishing the proposed AI center is impractical due to environmental challenges in the area. Specifically, the owner raised concerns about the corrosive effects of sea spray (maresia) on electronic systems, as well as issues related to a high water table that may hinder the installation of necessary underground structures. These complications call into question the feasibility of transforming the site as envisioned by the city government.

The auction is set to proceed “under a suspensive condition,” meaning the outcome hinges on the ongoing legal battle regarding the building’s expropriation. As residents and local officials express their concerns about the legality of the city's actions, this situation highlights the contentious intersection of urban development, legal frameworks, and environmental considerations in Rio de Janeiro.
