Two electric scooter bills arrive at the Riigikogu
The Riigikogu will soon consider two bills aimed at regulating the safety of electric scooter usage in Estonia.
The Riigikogu of Estonia is set to deliberate on two proposed amendments to traffic laws that focus on enhancing the safety of electric scooters. Initiated by Anastassia Kovalenko-Kõlvart, a member of the Centre Party faction, these proposals aim to mitigate accidents related to electric scooters and mopeds. They come in response to concerns regarding the regulation of basic requirements such as age limits and the necessity of a bicycle license, which have previously remained unaddressed.
The proposed bills would not only clarify regulations but also empower municipal authorities to impose limits on the number of rental electric scooters, mopeds, and bicycles within their jurisdictions. Kovalenko-Kõlvart highlighted the importance of local governance in addressing these issues, mentioning that local authorities and law enforcement agencies have pointed out the challenges of regulating electric scooter use at the municipal level. The involvement of the Ministry of Climate is expected to bring similar initiatives forward for consultation in the coming weeks.
These developments come at a time when the increased popularity of electric scooters has raised safety concerns across urban areas in Estonia.
