In Estonia, the introduction of new ID cards has led to widespread technical problems affecting the work of notaries. The Notaries Chamber has called upon the national information system authority (RIA) to address these urgent issues that hinder notaries from performing their essential duties. Since the implementation of the new ID cards, notaries have faced difficulties utilizing mandatory information systems and registries, preventing smooth operation in their professional tasks.

Kaidi Lippus, the executive director of the Notaries Chamber, highlighted the challenges in a letter to RIA's director General Joonas Heiter, emphasizing that immediate solutions are necessary. Notaries have reported problems with logging into necessary information systems as well as issues surrounding digital signatures, which are crucial for their work. This has led to significant obstacles in conducting everyday legal actions, which are vital for their clients and the legal framework of Estonia.

Lippus expressed ongoing concerns about technical glitches, particularly with the e-notary system and family register. Currently, users of the new ID cards cannot digitally sign documents in the e-notary system, which exacerbates the delays and inefficiencies in the legal processes that notaries are part of. The request for urgent intervention indicates that the situation is critical and could have further implications for public trust in the notarial system and its effectiveness.
