The Procon of Santos, located in the coastal region of São Paulo, has issued important guidelines for parents regarding the purchase of school supplies, highlighting consumer rights. It is essential for families to recognize what constitutes abusive practices when schools request certain items. According to Procon-Santos's director, Sidney Vida, schools are prohibited from imposing unnecessary costs or restricting consumers' freedom of choice in purchasing materials. They must adhere to legal frameworks such as the Consumer Defense Code, the Law of School Monthly Fees, and the National Education Guidelines and Framework Law.
The Procon has specified certain items that should not be included in the school supply list. Such items include office and cleaning supplies, which are considered collective use materials and are not directly related to educational activities. Parents are advised that schools cannot legally demand the purchase of these non-educational items or create undue financial burdens on families by including them in the required materials for students.
In addition to clarifying what can and cannot be requested, Procon-Santos emphasizes that schools may not dictate where parents buy supplies. They cannot force parents to procure materials exclusively from specific stores or suppliers.
