The seizure process allows authorities to remove license plates from delinquent vehicles, thus restricting their operation as a compulsory tax collection measure. The 'seizure team' patrols the city using vehicles equipped with license plate recognition technology to identify vehicles with outstanding taxes. If a delinquent vehicle is found, the team removes its license plates and can also install wheel locks on habitual offenders, consequently initiating the process of auctioning off the vehicles.

In the previous year alone, Goyang City confiscated 2,321 license plates and sold 98 vehicles in public auctions, recovering 1.4 billion KRW (approximately $1.2 million USD) in local tax debts. The city's further collection strategies include conducting property searches and tracking virtual assets of high-debt individuals, showcasing a comprehensive approach to enhancing compliance and revenue generation.
