Belarus profits from stolen Ukrainian grain
Belarus is illegally exporting agricultural products from occupied Ukrainian territories, profiting from stolen grain and bypassing international sanctions.
Belarus, in conjunction with Russia, has been implicated in the illegal export of agricultural products from the territories of Ukraine that are currently under temporary occupation. Reports indicate that in 2025 alone, more than 2 million tonnes of grain were trafficked out of these regions. This illegal trade has continued to flourish despite international sanctions aimed at curbing such activities.
Investigations conducted by the BELPOL association, which comprises former Belarusian law enforcement officials, reveal that firms linked to Uladzimir Navumau, a former Interior Minister, have been at the forefront of this illicit exportation. These entities have been engaged in the export of various agricultural products, including rapeseed and sunflower, which are then mixed with locally sourced goods at Belarusian facilities. This blending process allows for these products to be presented as legitimate under the label 'Made in Belarus', thus circumventing the sanctions imposed on the region.
The Centre for Countering Disinformation under Ukraine's National Security and Defence Council highlights the systemic nature of these operations. It notes that the absence of strict regulatory measures in Belarus contributes significantly to the ongoing exploitation of Ukrainian resources. This situation not only undermines Ukraine's agricultural industry but also raises significant ethical questions regarding the role of Belarus inSupporting illegal activities amidst the ongoing conflict.
