Lohja has given double dismissals
The city of Lohja has terminated the contracts of two high-ranking officials due to procurement irregularities.
The city of Lohja has dismissed its city structure director, Pekka Puistosalo, and technical director, Markus Moisio, amid concerns over irregularities in the city's procurement processes. An internal audit revealed several deficiencies in monitoring the fulfillment of procurement contracts and significant overruns of procurement thresholds that are against municipal procurement law. The audit notably found that there was a lack of proper reconciliation between procurement contracts and invoices within the city structure area.
Furthermore, the audit revealed that the value of competitive contracts was notably exceeded, indicating possible mismanagement or non-compliance with procurement regulations. This situation has prompted Lohja city officials to seek a criminal investigation by the police into the matter, highlighting the seriousness of the irregularities found during the internal audit.
As a result of the city council's decision, Puistosalo’s employment is terminated without a work obligation during the notice period, while acting city manager Juha-Pekka Lehmus also made an official decision regarding Moisio's dismissal. This incident raises significant concerns about governance and oversight within the city, spotlighting the need for improved procedures within municipal procurement to prevent future issues.
