Arrested for fraud in IT procurement after being dismissed for election scandal

Jorens Liopa, former director of the State Digital Development Agency of Latvia, has been arrested in connection with fraud allegations regarding IT procurement procedures related to municipal elections.

Latvian authorities have arrested Jorens Liopa, the former director of the State Digital Development Agency, amid an investigation by the European Prosecutor's Office into alleged fraud in IT procurements. This operation led to the arrest of 21 individuals, with Liopa being one of two currently detained. His previous demotion stemmed from infractions related to information technology processes used during local elections, highlighting the serious nature of the allegations against him.

Investigators suspect that a criminal group colluded to manipulate public contracts, particularly those linked to over six projects funded by the European Regional Development Fund, totaling approximately 1.5 million euros. The group allegedly established secret agreements to control contract awards to selected companies, ensuring that the distribution of illicit profits would be shared among conspirators. This case underscores a significant breach of trust and governance within Latvia's public procurement and digital development sectors.

Liopa had recently taken up a deputy director position at the Nature Conservation Agency following his earlier dismissal. The unfolding investigation raises important questions about oversight in procurement practices and the integrity of state agencies involved in digital development initiatives. As this case progresses, it could potentially lead to reforms aimed at enhancing accountability and transparency in public sector procurement processes, particularly in areas involving substantial European funding.
