IBS Management Committee creates commissions to accelerate implementation of the tax

The IBS Management Committee has established six working commissions to facilitate the implementation of the Goods and Services Tax.

The IBS Management Committee, responsible for overseeing the new Goods and Services Tax instituted by Brazil's tax reform, announced the establishment of six temporary working commissions aimed at structuring the body and expediting the tax's implementation. This decision was formalized through Resolution No. 1, issued on February 23, 2026, marking the Committee's first deliberative act. The creation of these commissions indicates a clear strategic approach to handle the complexities associated with the new tax system as Brazil transitions to this fiscal structure.

Among the commissions formed is the Administrative Working Commission (CT-ADM), which will focus on organizing the Committee's initial operations, including staffing and administrative structure. The Legal Working Commission (CT-JUR) is tasked with providing legal opinions and institutional legal advice, ensuring that the implementation follows the necessary legal frameworks. Additionally, the Internal Regulations Working Commission (CT-REG) will work on developing and consolidating the internal regulations of the IBS Management Committee, which is essential for ensuring the Committee operates effectively and transparently.

Furthermore, the Regulatory Working Commission (CT-RIBS) is set to define regulations concerning the IBS, which will be crucial for its application across different sectors. The establishment of these commissions demonstrates the Brazilian government’s commitment to a smooth implementation of the Goods and Services Tax, aiming for a well-organized administration that responds to the challenges posed by such a significant economic change. This restructuring is expected to facilitate better tax collection and compliance, potentially impacting Brazil’s economic landscape positively.
