The head of the Seongdongwon facility for severely disabled individuals in South Korea, identified as Kim, aged 62, has been arrested and indicted by the Seoul Central Prosecutors' Office on multiple charges of sexual violence, including rape under the Special Act on the Punishment of Sexual Crimes and violations of the Welfare of Persons with Disabilities Act. These charges stem from an incident last year where Kim allegedly raped a disabled resident and subsequently assaulted her after she resisted. The investigation further uncovered additional instances of abuse dating back to 2012, where he is accused of repeatedly raping another resident over several years.

In total, Kim faces severe allegations including the rape of three specific individuals over prolonged periods, along with incidents of physical violence, such as striking a severely intellectually disabled resident with a drumstick. The prosecution has taken a collaborative approach by working alongside various institutes and centers focused on supporting crime victims and individuals with disabilities to ensure comprehensive assistance to the victims.
