Competition for the Relocation of the Gwacheon Racecourse Amid Opposition

Gwacheon residents and labor unions are protesting against plans to relocate the local racecourse, as other cities engage in competition to host it.

In Gwacheon, Korea, residents and labor unions have organized protests against the government's plan to relocate the local racecourse to make way for new housing developments as part of a broader urban housing supply initiative. The protests stem from concerns that the influx of new apartments will exacerbate existing infrastructure strain, particularly as the area is already facing issues with roads, traffic, and sewage systems. Labor organizations, especially those representing older employees at the racecourse, have also expressed fears of job losses due to forced relocations.

As the prospect of relocating the racecourse gains traction, other regions are entering a competitive race to attract it. Initially, there was interest from various areas across the nation, but the situation intensified after a government official indicated that the racecourse would be relocated within Gyeonggi Province. This has triggered intense competition among local municipalities, especially with concerns over potential revenue losses from leisure taxes amounting to about 200 billion KRW that could arise if the racecourse were to move elsewhere.

Several local governments, such as Ansan and Hwaseong, are actively marketing their regions as potential new locations for the racecourse. Ansan plans to develop a complex cluster combining the horse industry with tourism, while Hwaseong is exploring possible sites in the Mado region. Other cities, such as Siheung and Gimpo, are also preparing to enter the dialogue, highlighting that relocating the racecourse could rejuvenate areas that have long been neglected, particularly in the northern parts of Gyeonggi Province where U.S. returned land is available for redevelopment.
