Before privatization, Celepar signs contract of R$ 438.7 million with the PR government

Celepar signed a R$ 438.7 million contract with the Paraná State Public Security Secretariat shortly before its planned privatization was suspended by the Supreme Court.

Seventeen days prior to the privatization suspension of Celepar (Paraná Information Technology Company) by Minister Flávio Dino of the Federal Supreme Court (STF), the company entered into a contract worth R$ 438,706,992.08 with the state's Public Security Secretariat. This contract, signed on the 5th, raises questions about the privatization process, given its proximity to the state’s decision to halt the sale of the public utility.

On March 22, Minister Dino responded to a request from the Workers' Party (PT) and the Socialism and Liberty Party (PSOL) to halt the privatization, arguing that there is a need for clarification regarding the "absence of clear normative guidelines" related to the control and treatment of sensitive personal data. The privatization bid was scheduled for March 17 on the B3 stock exchange in São Paulo, highlighting a potentially rushed process amidst legal uncertainties.

Celepar is responsible for storing all public security data in Paraná, making the protection of this sensitive data a significant issue. Minister Dino emphasized that safeguarding such information is a fundamental right under the Federal Constitution, which imposes a higher standard of care, especially concerning sensitive personal data. The Paraná government claimed to have completed a process to segregate data, suggesting efforts to maintain sovereignty over this critical information and raising further questions about the timing and necessity of the contract ahead of the attempted privatization.
