In El Recreo, water accumulation made the primary avenue nearly impassable until 09:30, causing challenges for drivers. Residents in Cerro Redondo resorted to walking through streets filled with water, highlighting the impact of the flooding on daily life. The situation was exacerbated by slow-moving vehicles struggling to navigate major routes that were also flooded, illustrating the severe disruption caused by the weather conditions.

Additionally, in response to these flooding incidents, municipal brigades had previously undertaken efforts to clear sediments and debris from drainage systems in various areas like the fourth stage of El Recreo, but had not yet fully resolved the issues.
