The Ministry Proposes to Strengthen Universities' Responsibility in Accepting Foreign Students

The Latvian Ministry of Education and Science aims to enhance universities' accountability in the admission and study processes of foreign students.

The Latvian Ministry of Education and Science (IZM) is advocating for increased responsibility among universities regarding the admission and management of foreign students in Latvia. They have prepared proposals for amendments to the Immigration Law and the Higher Education Law to enhance scrutiny of the study process. Among the proposed changes is a requirement that foreign students who have been expelled from a Latvian university must return to their home country before reapplying for studies in Latvia. Additionally, a minimum average grade of at least 60% in specialized subjects is suggested to ensure a certain standard among foreign students.

Moreover, the proposals outline that universities could be prohibited from inviting new students if more than 30% of previously invited students have received visa refusals. This measure aims to prevent universities from abusing the system to attract foreign students who may not qualify. Furthermore, the Ministry plans to set regulations requiring internationally recognized certifications for English language proficiency and mandating foreign students to learn the Latvian language at least at the A2 level.
