The Saeima adopts several amendments to the Higher Education Law
The Saeima has approved amendments aimed at improving higher education programs in Latvia, allowing for more practical-based learning in doctoral programs and broadening eligibility for student loans.
On Thursday, the Saeima of Latvia passed several amendments to the Higher Education Law proposed by the Ministry of Education and Science (IZM). These changes are designed to enhance the alignment of higher education programs with necessary degree and professional qualification requirements. Notably, the amendments clarify the content of study programs to ensure they meet state higher education standards and include provisions for practical-based learning in doctoral programs, allowing PhD students to gain essential research skills through workplace experiences.
The amendments also refine regulatory frameworks related to the creation of study programs, including those for short-cycle professional higher education programs, ensuring they comply with national educational standards. This adjustment is significant as it aims to elevate the quality and relevance of higher education offerings in Latvia. Furthermore, there is a new provision allowing for the attainment of an eighth-level professional qualification within third-cycle programs, thus expanding the academic and professional pathways available to students.
Additionally, a noteworthy amendment removes a clause that restricted the granting of study and student loans solely to Latvian citizens and individuals with certain statuses. This change, as indicated by the IZM, widens access to higher education financial support and promotes inclusivity within the educational landscape, aligning with broader goals of educational accessibility and equity in Latvia.
