Gradually restricting distance learning for the first six grades starting from the 2027/2028 academic year
Latvia plans to gradually implement restrictions on distance learning for students in grades 1 to 6, shifting towards part-time in-person learning and introducing blended education methods.
Latvia's government has announced changes to its education policy that will affect distance learning for students in the first six grades, set to begin in the 2027/2028 academic year. The changes will allow distance education or homeschooling only for one year for students who have received an evaluation from the municipality and will completely phase out homeschooling for grades 1 to 6. Exceptions are made for children living abroad and those aged 18 who have not completed the basic education program.
The new regulations will be implemented gradually, affecting grades 1 and 4 starting September 1, 2027, followed by grades 2 and 5 in 2028, and grades 3 and 6 in 2029. The Ministry of Education and Science justified these changes due to poor exam results, indicating a significant concern over the quality of education provided through distance learning methods. The phased approach reflects attempts to balance educational access with the need for academic performance improvement.
During the second reading of the parliamentary process, amendments only related to RinkΔviΔaβs objections regarding distance learning and its regulation were allowed, hinting at a tight legislative framework surrounding these changes. As Latvia embarks on this educational reform, stakeholders and parents alike will be watching closely to observe its impacts on students' learning outcomes and overall educational efficacy.
