Will the Last Connection of the Jeonju Outer Circulation Road, Which Has Been Half-Finished, Be Completed?

Jeonju City is taking steps to ensure the completion of the last section of the outer circulation road, aiming to alleviate traffic congestion and enhance economic efficiency in the region.

Jeonju City is currently focusing on advancing construction for the last unbuilt segment of the Jeonju Outer Circulation Road, a project that has been incomplete for several years. The specific section, spanning 4.1 kilometers from Wanju Sanggan to Jeonju Saekjang, is crucial for connecting Jeonju and Wanju, completing the outer road network totaling 51.5 kilometers. Its completion is expected to redirect traffic from the city center, reducing congestion and enhancing logistics efficiency across adjacent municipalities, while also contributing to lowered logistics costs and regional economic activation.

Currently, 37.5 kilometers of the outer road linking Wanju Sinli, Jeonju Yongjeong, and Yongjin is operational, while the segment from Jeonju Yongjin to Uwa (Saekjang-dong) is under construction, with a projected completion in 2029 at a cost of approximately 396.4 billion KRW. However, the Sanggan to Saekjang section has yet to start construction, perpetuating criticisms regarding the functionality of the outer circulation network as largely incomplete. To address this issue, both Jeonbuk Province and Jeonju City have jointly petitioned for the inclusion of this segment into the sixth national highway construction plan.

In January of the previous year, the segment was selected for a comprehensive preliminary feasibility study by the Ministry of Strategy and Finance, with the current evaluation being conducted by the Ministry of Planning and Budget and the Korea Development Institute. The outcome of this feasibility study is pivotal to the project's advancement, with concerns raised that failure to pass could lead to significant delays in the overall completion. Both Jeonbuk Province and Jeonju City are also collaborating to secure support at the parliamentary level, while the Jeonbuk Research Institute enhances the logical foundation for the study, emphasizing that the completion of this road is a critical infrastructure for integrating the socio-economic activities of Jeonju and Wanju, thereby reinforcing the region's broader traffic system and contributing to national balanced development.
