Following President Yoon's town hall meeting in North Jeolla, there is growing interest in whether the Saemangeum development and regional transportation projects will translate into actionable government policies.
President Yoon Suk-yeol's recent town hall meeting in North Jeolla has sparked interest in the government's commitment to address key regional issues, particularly the Saemangeum development project and transportation infrastructure plans. The North Jeolla provincial government, in collaboration with the Ministry of Land, Infrastructure, and Transport, aims to accelerate the Saemangeum development while enhancing the metropolitan area around Jeonju. This initiative is part of a broader vision to transform North Jeolla into a '2 million megacity', intertwining local development with national growth strategies.
During the town hall meeting, Minister Kim Yun-deok revealed a plan to revamp the existing Saemangeum master plan, with an ambitious target to complete 80% of the land development by 2040. This includes doubling the current size of industrial and urban areas by 2030. The Ministry has promised to lead the development initiatives swiftly and efficiently, with North Jeolla also planning to bolster its financial foundation to support the Saemangeum development. This includes increasing the capital of the Saemangeum Development Corporation and allowing the issuance of municipal bonds to facilitate public-led projects.
Additionally, the Saemangeum area is set to play a pivotal role in energy and industrial strategies, with North Jeolla expecting to operationalize 3.3 GW out of its potential 10 GW of renewable energy by 2030, aiming to establish Korea’s first RE100-exclusive industrial complex. The transportation network enhancement also holds substantial importance, with plans to create a 'one-hour economic zone' for North Jeolla by integrating the national rail and highway plans, which will reflect key routes in the region. However, concerns linger regarding whether these large-scale investments and transportation expansions will be effectively solidified into actionable policies and budget allocations, crucial for the success of North Jeolla’s growth strategies.
