VTEK: Head of 'Raseinių vandenų' made illegal decisions regarding his salary

The head of 'Raseinių vandenų', V. Simonavičius, has been found to have unlawfully decided on his salary against legal stipulations.

The commission has revealed that V. Simonavičius, the head of 'Raseinių vandenų', improperly signed orders regarding his salary twice—in January 2023 and February 2024. According to the commission's findings, decisions on the director's salary should have only been made by an authority acting on behalf of the company owner, specifically the municipality's administrative director until April 2023, and subsequently, the mayor. However, no decisions on the variable salary for either year were made, indicating a serious breach of regulations.

The commission stated that by signing these salary orders, Simonavičius acted in his self-interest for personal financial gain, thus severely violating legal provisions. Furthermore, the commission determined that Simonavičius also abused his authority by verbally instructing an employee to send personal documents to a lawyer from the professional legal partnership "Averus" for company-related services. This action further underscores the misconduct in his reporting and management practices.

These findings raise significant concerns over accountability and transparency in public enterprises, particularly in local government operations. The case highlights the necessity for strict adherence to legal guidelines when it comes to salary management and the responsibilities of public officials, reflecting broader issues in governance and potential misuse of power in Lithuania's public sector.
